Consider batching deployment transactions when deploying with safe and openzeppelin defender

I agree, if this is too complicated let us do it in another PR or even reevaluate if we want to do this in this sprint. For this purpose we can sync again with the people in charge of the broader task of making HotShot upgradeable.
