[Libp2p upgrade] - Design way for nodes updating to bootstrap into Libp2p

What is this task and why do we need to work on it?

Right now, nodes use the orchestrator to agree on Libp2p items like bootstrap addresses. However, in the event of a live upgrade, the orchestrator will not help us (currently). This ticket is to design but not necessarily implement a solution that will work and stand the test of time.
