[Libp2p upgrade] - Perform restart tests for bootstrapping capabilities

What is this task and why do we need to work on it?

[In staging] we want to test restarting Libp2p nodes for the ability to re-bootstrap and properly rejoin the network when they restart. We don't want nodes restarting and losing access to the fallback network.
