[Libp2p upgrade] - Deploy a `CombinedNetwork` environment in staging

What is this task and why do we need to work on it?

This task is to deploy an environment using the CombinedNetwork (Libp2p and the CDN) in staging. We want to do this in order to test a live Libp2p upgrade, as well as work out any potential issues with running Libp2p for a long time.
