[LIBP2P] - Expand VID RequestResponse protocol to all data

What is this task and why do we need to work on it?

We want a similar protocol for any other additional data we'd need to vote on something, this could be requesting a DA proposal, DAC, or some other data if Hotshot includes more things

DAC and DA proposal become request only on the backup just like VID
