Spaces need to be able to include all existing and future users

Also we should be able to configure an existing space to include all users. Additionally, while we're at it, we might also have public spaces, a.k.a. categories.

More ideas:

  1. Admin goest to create a space, and checks auto-assign users tagged with ... (specify tags)
  2. Then all current and future users with the specified tags will be mapped to the new space
