overflow? 2.16.1 "runaway"yt-dlp spawning

I've been watching 2.16.1 crash after it creates a large number of yt-dlp instances.

It looks like the settings for number of instances are being ignored.

If you set the number of allowed instances to 1 and 1, those are ignored.

2.16.1 starts each item in the queue, eventually crashing itself and leaving those instances active.

Does anyone else see this behavior with built 2.16.1?
