Can't scroll event description without keyboard

Opening an event pops up an "Edit Event" dialog. The "Description" tab of this dialog contains a rich text field for the description of the event. In many events, the description is very long and does not fit in the visible area. However, sometimes there seems to be no way of scrolling it short of selecting the rich text field and then using the down arrow or PgDn key on the keyboard. The rich text field has no visible scroll bar for use with a pointing device such as a mouse. Moving the pointer over and using the scroll wheel (or device equivalent) has no effect.

The problem seems to affect some events but not others. However, the only events I can reproduce it with are ones on Exchange calendars. I can reproduce the problem with v3.8.0 and v3.9.0-beta2.

Please make sure that the description field of all events has a scroll bar (if the text doesn't fit in the field), and make the field scrollable using a scroll wheel. This will make it more accessible.
