Investigate How to Improve datacenterAware Configs for CQL and JMX

Story Description: As the options connection.cql.datacenterAware and connection.jmx.datacenterAware does the same thing, it would be good to extract in a common level, it might be exposed in the connection level to share with both JMX and CQL instances.

Acceptance Criteria:

• [ ] New approach for defining datacenter config
• [ ] Unit tests modified
