Implement whole program analysis for Cppcheck and related analyzer options

Right now only source analysis is supported when checking with Cppcheck. The tool also supports CTU analysis,, and should be implemented . All the relevant parameters of Cppcheck should be added as an analyzer option. This is a follow up issue to #3680 .
