Support Ubuntu Noble 24.04

Ubuntu 24.04 (Noble Number) is out now for already a year, we shall start support it officially.

  • [ ] Verify and if required update the codebase to compile on Ubuntu 24.04.
  • [ ] Extend the Developer Guide for Ubuntu 24.04.
  • [ ] Extend the CI configuration to build (and test) for Ubuntu 24.04.
