[Suggestion]: Support for silent messages

Discord supports silent messages, or "@silent" as they call it, they're normal messages but they have their notifications suppressed

it would be nice if there was a config option to set either the server stopped and starting messages, or player join and leave messages to be silent

i have a setup where i have multiple servers restarts every monday, and some of them rarely has anyone join so everyone just mutes the channel, supporting silent messages would let people actually be notified when someone joins any of them

If this is platform-dependant, which platform is this about?
