Improve Equalify Scan to Run axe-core More Efficiently

What problem is the feature trying to solve?

The Equalify scan relies on Playwright/Chronomium, which takes a lot of resources.

Desired Solution

A different solution would be able to run axe-core more efficiently than any other service.

Technical Details

This core repo doesn't actually contain the scan, but if someone was interested in this issue we can talk through how to implement it and integrate with core Equalify code.
