Add Tagging Related to Data Attributes

Problem

Owners of big sites, like Berklee, have different organizational units in charge of different modules of a site. There is no way to deliver issues that relate to a specific unit.

Solution

Flag data attributes during scan then turn those attributes into tags if they are in an equalify occurrence.

For instance, if any issue was detected in <div data-equalify="Communications Unit">...</div>", the occurrence of that issue would be tagged Communications Unit`.

Dev Notes

This would require updating the scan to pass information related to the tag.
