Add Ammendum to AGPL to Require "Equalified" Reporting

What problem is the feature trying to solve?

The project's impact is accessed by the number of issues that are "equalified", but there is no way of getting that data from locally installed versions.

Desired Solution

The license could be updated with an additional ammendum that requires quarterly reporting of the number of alerts marked "equalified". This reporting could be done through a PR on a main stats repo.

Alternatives

We could also add a feature that automatically pings a cloud service, but I imagine this would raise privacy concerns.

Curious what anyone thinks on this before it's committed. I'm not sure I've ever seen an AGPL with an impact-based requirement. Adding an impact-based requirement would, I believe, the four freedoms of open source tech.
