Add can user chat checks to alert, chatnotify, mpm, notify, npm, pm, privatechat and tts commands

The insane amount of 10 people that use this command to get around the restrictions are going to destroy you!!!
This is not needed for alert, chatnotify, mpm, notify, npm or tts as they are not chat commands. Unless you believe all moderator based text input should be restricted. In which case you should restrict :message anf :systemmessage as well.
You should also clarify that this is due to Robloxes chat restrictions and not some Adonis feature to prevent backlash againts Adonis by changing it to "unavailable due to Robloxes chat restrictions".
At first I was only going to include the :pm and :privatechat commands but it was suggested I include all commands which let you send a message to a player individually. For :message and :systemmessage and every other command except for :pm and :privatechat I am not sure if I should include those the roblox documentation is unclear about game moderators communicating with people they only mention developers.

I think it's pretty unnecessary and honestly harmful. They are moderation commands not chat commands.
