Use buildx to build wheels for arm64

The current wheel-builder.yml file works for amd64 architectures. Add a new yml file for arm64 architectures using buildx. This will help to speed up generating and deploying releases. Under the following specs, the runtime for release/generate_production_release.sh is between 80-90 minutes
