Cannot attach to system services

I am noticing that I can't attach to any system services. When I try to do so, nothing happens at all. No error message, no nothing.

I can attach to processes that my user launches, but sadly not SYSTEM, it seems. Launching raddbg.exe with UAC doesn't change anything.

Is this intentional, a missing feature, or am I missing something?
