lower `lapack` ops to `stablehlo`

the idea is to be able to write the algorithms of the lapack ops directly in stablehlo, so that we can then compile this ops on backends that do not have such LAPACK routine implemented.

besides, it should also give us free sharding and differentation if we support all appropiate stablehlo ops.
