Finalise GOOS EOVs

Complete the representation of the EOVs for IOC-UNESCO GOOS, linking to their specification sheets where applicable.

Argon-39 is missing from CHEBI for the Transient tracers EOV semantics. Requested in the CHEBI tracker https://github.com/ebi-chebi/ChEBI/issues/3786

OBIS community has a need for this and excited for it to be available for the Bio-Eco EOVs in particular.
