Create harmonization strategy for ESIP Heliosemantics

With @Gary-bc @rduerr and Ryan McGranaghan (@rmcgranaghan), we'll be setting up a semantic harmonization project dealing with heliophysics and space weather.

Following from the ESIP Semantic Harmonization Cluster's cryohackathon approach, @rmcgranaghan and co. have set up harmonisation spreadsheets listing the terms they'd like to start with and links to several glossaries with definitions.

@brandonnodnarb has already synced and I'm assuming that means SWEET is in the harmonisation stack too.

We now have to decide how to execute. We could create a first batch of classes and instances in ENVO first, and harmonise when we get the heliohackathons going, or develop in the hackathons themselves. If the latter, we need to schedule these in the ESIP calendar.
