Added 'rainy day' and 'rainy day count'

In this PR:

  • we added 'precipitation' as a broad synonym of water-based rainfall
  • created the class 'rainy day count' Let us know if that's in scope with ENVO.

I don't think there's a class for "day" in OBO. ENVO's not really the place for that, I think, but I'll create it until there's a good alternative. The "count" is not so much in ENVO's scope - that's more environmental information. That being said, we have dealt with data and information in previous work (e.g. here), so we can try. Right now it's IAO, but we may change that in the near future.
