force_initdb and FQCN changes in edb-ansible collections

We need to make sure with the force_initdb command, we are re-creating the environment. force_initdb makes primary to recreate the data directory. Therefore the whole cluster needs to be rebuild. We should also work on using FQCN based module call based on the community's recommendation.
