Reporter requested a worked example of how to use pg_upgrade with the --copy-by-block argument to enable TDE. This example covers going from unencrypted EPAS 16 to encrypted EPAS16. Another tutorial is coming later that covers going from unencrypted PG16 to encrypted PGE16.

This is more enabling TDE on an existing cluster and should be organized to reflect that.
