Problems with interactive installer instructions for PostgreSQL

Some notes on these issues: #2942 - Unable to determine if there could be a problem with Run as Administrator, unless the user was running 32-bit Windows. DCR> Josh confirmed Run as Administrator is still supported. The underlying issue is probably the same for #1449 (and linked issue). Need to find out what code pages we tested the installer on and which ones we support. SME may be Sandeep or Semab-Tariq. Sandeep thought the issue was that the temp folder was not writable for some reason and the solution was to add info about how to specify the non-default temporary location, if needed.
#2053 - Fixed #3460 - Fixed DF-261 - Does a list of command line parameters for Postgres exist? And if so, is there a reasonable way to determine how to use them? DF-48 - There are PG packages in the EDB Repo. Why are they there? Do we want to advertise them? Why would customers use them as opposed to downloading them from the community repo? Based on the answers to those questions, we can decide what needs to be documented.

#799 - The existing documentation does include a link to the Language Pack section in EPAS. That information resides on the landing page called "EDB Installers". Is that sufficient. Seems like it might be to me.
