[Bug] State Affiliation - Unable to Re-add a State, After Selecting & Removing from Search Bar

Steps to recreate bug:

1. Click on Manage Account in the top-right nav menu of the application
2. Search for a state
3. Select a state (any state of your choosing)
4. Once selected, click the "x" icon to delete it
5. Perform another search for the same state that you initially selected
6. Unable to re-add for submission

This task is done when...

• [ ] State can be re-added to the search bar, after deleting

Add additional labels (design, dev, compliance, BUG, etc) and size before submitting.

If the issue is needed to complete prioritized work for the CURRENT SPRINT, add it to the "This Sprint" pipeline. Otherwise, all other issues will be automatically added to the unprioritized pipeline for prioritization in backlog refinement or sprint planning with Product.
