[Design Issue] Write Guidelines for Page Headers and Field Labels in the Visual Styling portion of the wiki

We note the font we use for text but we need to also document how we style page headers and field labels so that we can maintain consistency throughout the app and help onboard new folks to our visual styling easier.

This will be housed in the visual styling page in the wiki. It might be helpful to check if the other content on this page is up to date, since this page has not been updated for a while. https://github.com/Enterprise-CMCS/eAPD/wiki/Visual-styling

• [ ] Write and publish guidelines for headers and field labels, noting font size, when we use sentence case or title case etc.
• [ ] Make sure content on the Visual Styling page is up to date

• [ ] a list of changes to be made if this is improving an existing feature
