[Feature] Update Export and Submit

Description and related issues

Update the Export and Submit page to export the PDF directly from that page instead of having to go to the Review page first. Clicking export should generate the PDF and opening it in a new tab.

Acceptance criteria

• [ ] Update the page to match the figma design
• [ ] Remove the Review and Download section
• [ ] Add the Export section
• [ ] Clicking the Export button should open the custom PDF in a new tab
