[Design Issue] Integrate new dashboard designs into lock and submit design/workflow

It has been sometime since we have worked on the lock and submit and since then, we have made some changes to the dashboard and export. We need to revisit Lock and Submit and incorporate new dashboard designs (with apd type, funding category listed) into the lock and submit flow. In the dashboard, we need to incorporate role based access to locking/unlocking.

This ticket does not deal with reworking the lock and submit workflow and the multi-user experience.

This task is done when…

• [ ] Redesign dashboard with lock and submit
• [ ] Add Review APD page
• [ ] Add Export APD page
• [ ] Add dashboard and builder view APD statuses
• [ ] Design two views/ permissions: state admin and state author view
• [ ] Ensure changes made in the lock and submit research are up to date, add
• [ ] designs are created, taking into consideration validation, multiple FFY, multiple entries, long entries, weird entries, and/or the export view if applicable
• [ ] 508 visual, content, and UX considerations and/or recommendations are reviewed
• [ ] designs are shared
• [ ] designs are approved by product
• [ ] if there is a long discussion, a summary of changes for dev will be added to the last comment before transfer
• [ ] a list of changes to be made if this is improving an existing feature
