[Testing] Remove unnecessary HITECH e2e tests

With HITECH about to make it way out, we should remove some of the basic Cypress tests as we add new MMIS ones.

This task is done when...

• [ ] 01-apd-basics and 02-default-apd is removed from /02-apd/
• [ ] We have decided to keep 03-apd-with-data. So make sure to rename that to 01-hitech-apd-with-data
