[Bug] Incorrect navigation to APD overview when a new activity is created

Description

When creating an activity, and clicking next of the Proposed Budget page of the previous activity. You are navigated to the APD overview.

Steps to reproduce

  1. open an APD with one existing activity
  2. add another activity
  3. go to the proposed budget page of the first activity and click Next

Expected results- You are taken to the Activity Overview page of the newly created activity. Actual results- You are taken to the APD Overview page
