Admin Check Enhancement Ideas

As I was working on and using the admin check daily I noticed a couple things that could be good enhancements to add in the future:

1. Support in-page anchors to navigate right to the highlighted error.
2. Revisit grouping like-errors together. For example, when the Assurances and Compliances page hasn't been completed yet, the admin check shows an error for each Yes/No and it looks repetitive. I think we could consider de-duplicating errors or grouping them somehow.
