[Dev] Remove HIT/HIE fields for MMIS APDs

Design Ticket: #3685

MMIS APDs do not need HIT and HIE fields/elements. Here is a list of the fields that are being removed:

1. APD Overview: HIT Overview and HIE Overview. These fields should've already be removed with new APD Overview design in #4209
2. Results of Previous Activities: HIE and HIT tables in Actual Expenditures and their total in the Grand Total
3. Activities Dashboard: (Removing (HIT) from the Activity Name. MMIS APDs should not start with a default activity, but for the sake of this ticket remove the (HIT) after the Program Administration activity if it's there.
4. Activity Overview: Program Type
5. Budget and FFP: Estimated Quarterly Expenditure. Removing this field is already reflected in #4304
6. Proposed Budget: Estimated Quarterly Incentive Payments, Quarterly Federal share, and other HIT/HIE labeled areas.
7. Executive Summary: Remove HIE+ HIT from Program Budget Tables

Proposed Budget	on the page	Estimated Quarterly Incentive Payments table should not exist
Executive Summary	on the page	HIT + HIE table removed from Program Budget Table section

Ticket looks ready to go, but I think we should remove export view from the scope of this ticket. The export view designs haven't been updated yet and it might make this ticket larger.
