[Feature] Fix Federal Administrator Portal

Description and related issues

Fed admin should be able to match even if no match is found. This should not go through design again, but instead give the Fed Admin the option to match regardless. The search should also include inactive users for matching, the match should also be dependent on FFY, so that we can renew matching.

1. Remove approve button from Fed Admin options (this will require that a State Admin letter be in the system)
2. Remove the restore access

A Federal Admin	on the Inactive tab	they should not see the Restore Access button
A Federal Admin	on the State Admin Letters tab	they should always see the Match to User button on all unmatched letters
A Federal Admin	a State Admin Letter was just added	The entry added should have the Match to User button

This task is done when…

• [ ] the Approve button is removed from the Requests tab
• [ ] the Restore Access is removed from the Inactive tab
• [ ] the Match button appears on all unmatched State Admin Letters and has a drop down of all valid users for that state
