[Bug] Activity overview summary and description render issues

Description

When enabling the admin check I noticed that for the overview it didn't have the highlighted border on the rich text editor, and the description had the error message shown twice-

Steps to reproduce

1. Login and view an APD. Ensure admin check is enabled
2. Navigate to an activity - overview page
3. Clear out any input in both the summary and description sections
