Determine what tickets are still needed for MMIS

Review MMIS tickets, Nick's sample APD, and existing designs to determine what tickets need to be added to the system to complete the MMIS designs.

Things done:

  1. Reviewed MES Expansion Mural and added new ticket numbers for existing tickets, created tickets for work where previously existing dependencies preventing knowing what work needed to be done
  2. Reviewed Nik's MMIS sample APD notes
  3. Reviewed the board for duplicates

To Do:

  1. Review the MES Expansion research and determine if there are any additional tix that need to be made.
  2. Do a page by page assessment between staging and MMIS Figma (documentation of this requested in #4250)
  3. After all tickets are created - final review by product on things that may or may not already be designed - then we make dev tickets.

Reviewing #4250, it seems like we have tickets to track most pending design work. Will review the Google sheet together with design to makes sure we captured everything.
