[Design Issue] Executive summary empty state design when no Activity 1 exists
When we expand to MES and all APD types, Activity 1 will no longer be automatically generated and is not required to be a program administration Activity. This means the executive summary empty state will change.
This issue is to help us not forget to address any issues that might arise in understanding the purpose and content of the Executive Summary as we expand.
This task is done when…
- [x] An empty state is designed for the Executive Summary when Activity 1 has not been added
- [ ] see if there are other tickets related to other sections and how empty states will work when Activity 1 isn't automatically populated as a program admin activity
- [ ] any acceptance criteria (not process oriented, requirements of feature)
- [x] designs are created, taking into consideration multiple FFY, multiple entries, long entries, weird entries, and/or the export view if applicable
- [x] 508 considerations and/or recommendations are reviewed
- [x] designs are shared
- [x] designs are approved by product
- [x] if there is a long discussion, a summary of changes for dev will be added to the last comment before transfer
- [ ] a list of changes to be made if this is improving an existing feature

Final Note: @thetif @itsonlydio @mirano-darren The scope of this ticket was to display the executive summary with no default program summary activity, but I also added the two new MMIS pages to the executive summary since we will be adding that anyway. So, when you are writing the tickets, it could be broken down to three tickets: Display executive summary with no activities, add APD Overview to Executive Summary, and add Medicaid Priorities and APD Scope to Executive Summary. With that mentioned, I think this ticket is ready for dev.
@akuas I was reviewing this to close out, but I realized I was a bit confused by this design:
For the "review" frame, what is actually selected here? In the left nav it has two options selected. Also, I may have missed this - is the Medicaid Priorities and APD scope intended to be included here? I may have misunderstood that the APD overview included only the APD name, update type, and business areas. The program/priorities, introduction, and scope of APD would appear later in the document.

- This design was created a bit before the Create new APD flow was finalized, but I added the State Priorities and Scope of APD (changed the name to the name we agreed upon) to this document. It is out of scope for this ticket, but I figured we might get to it eventually. I don't think we had discussions about the placement of State Priorities and Scope of APD, but I figured it would make sense to have it right below APD Overview. Where did you want that field to be placed?

- The executive summary should focus on high level details of the APD (we've done activities + budget with HITECH and that can stay) and then flowed into the main content of the APD (Description of the Medicaid Program, State Priorities, and Scope of APD). In the world of MMIS, the scope of the APD may be useful in the executive summary, but then the flow of the rest of the document would be confusing if we removed it from the order of the content.
I see. Before I change the design, would it work if I move state priorities and scope above APD overview and below the executive summary help text so that the flow moves from more broad to granular. The only issue with this is the information spelled out in the APD Overview is similar to what state officers mentioned they wanted to see first on the executive summary when we interviewed with them. If the answer is no to this move, I will spin up a new ticket focused on whether we need the state priorities and scope of APD in the executive summary and its placement. @jeromeleecms
