[Design Issue] Revisit the APD Overview Page for MMIS V1 IAPD

In the prototype research for MES Expansion, we saw some problems with understanding what information needs to be included on the APD Overview page and what exactly CMS wants.

Some problems to solve included:

• Knowledge of this information pre-dating the current team, how would they find this out?
• States weren't sure of the differences between the questions on the page and felt they were redundant. We can determine if they are redundant, or if we can be clearer what information should be added to these fields.
• Potentially further define what "top priorities" or other words mean in the help text. One state didn't know what "delivery system" meant. Folks thought "summary of achievements" might be outcomes and metrics. They noted it was specific, but vague, what we're asking for here.
• States believed that what we were asking for would be longer than 2-3 paragraphs, so we would need to better define the details or have an expectation that this information will be longer than 2-3 paragraphs (needs discussion). Potentially we could break these into more fields, with more specific requests.
• States do view this as a higher level set of questions, perhaps at a State Profile level, but this is still a good place for them at this time in the APD Overview.
• Consider whether fields from the Activity Overview like "problem statement, proposed solution, etc belong on the APD Overview page.

• [ ] 508 considerations and/or recommendations are reviewed

• [ ] designs are approved by product
• [ ] if there is a long discussion, a summary of changes for dev will be added to the last comment before transfer
• [ ] a list of changes to be made from prototype to new designs

Consider working with the CSC on this issue, working through how to ask about Medicaid priorities and the content that folks were unsure about.

@jeromeleecms @SGilliamA1M Im removing this from the MMIS v1 creation and moving this MES expansion. I think a lot of this should be revisited maybe when we create a state profile.
