[Design Issue] Explore including Business Areas at the Create APD Level
Questions we would want to answer from the research -
- [ ] Would we want to do any branching off the business areas selections (with what needs to be included in an APD or what FFPs are available for which modules?
- [ ] What branching if any could we do if someone chooses other (research says a lot of folks will choose other)?
- [ ] What can we say about certification and FFP to help folks choose an area/module that is not "other"?
- [ ] Would folks ever need to change the business area after their initial selection in the Create APD screen?
- [ ] What help text could be added, giving a brief explanation of each module.

@jeromeleecms Are there definitions for each business area or does MITA have definitions for their business areas we could draw from?
There are - but I believe the areas that are currently listed were provided by @NAretakis. I tagged him here to see if we should use a different/updated list/definition.
The definitions for the various business areas can be found here. Download the Business Architecture file and look at Chapter 4 - each area is listed with a broad definition in there.

Recap of conversation with Rebecca, A1M policy expert
- Most states are currently using the MET checklist for certification
- We don't need to reference certification in depth, simply mention that the Medicaid Business Areas would serve as the basis for review certification later and allude to it in the Conditions for Enhanced Funding. 3.A lot of the Medicaid Business Areas aren't new, folks might be familiar with many because of the MET Checklist
- Our current list of business areas matches with the approved medicaid business areas but it might be missing Program Integrity and HIE.
- Some business areas go together and we might need narrative fields to explain how the business areas connect.
- States need to do E&E and MMIS in separate APDs because they are so different but HITECH can bleed into MMIS.
- Instead of 'funding source, we can name the field 'system type' because each are systems and the term might better align with the way folks see them.
- When folks select a business area, there is a checklist or set of criteria that is used to certify the state
- We don't need to tell users they can select other in the business areas, because the business areas are used for certification and other would not provide any insight besides on our end. It is not useful for regulation.
- If they cant find a business area that applies, that is a problem and they need to discuss this with their state officer
Below are the designs for the business areas. Proposed Business Areas Design
There are still some things we need to figure out like the definitions of each business area, which would become available to us soon and some design decisions. Changes made:
- Removed E&E business area and moved it to a screen, specifically for the E&E selection
- Alert indicating that CMS is moving away from the MET Checklist and that the Medicaid Business Areas would serve a similar purpose. Generally, we don't reference policy on eAPD but I think this situation is unique in that folks would not be familiar with the Medicaid Business Areas and since they have to use this new concept we need to tie it to the MET so that it is easier to understand its purpose. We could keep this alert up for 6 months or so.
- Added a help drawer to the Medicaid Business Areas. This will house the business areas definitions.
- Remove help text about selecting other and added a sentence stating that the business areas would set up the criteria used for certification.
- Added Program Integrity and HIE to discuss whether we should be adding them
- Changed Funding Source to System Type
- Added a branching narrative field which would allow folks to explain their selection.
We will revisit this when we have people using the expanded MMIS.
