Redesign Cost Allocation section during MES Expansion
Current State:
Cost Allocation is complicated and right now we're solving that with a wall of text. Users stated that the formula was on of the most important things to include, suggested that we include it, but it's already part of the wall of text - they just didn't see it.
Cost allocation is generic and open enough now for states to answer however they need to in a narrative form. “At the end of the day the question is, ”what is the cost you need to take out of the budget” This is the question being answered here.” We can make this better with a review of the help text.
We don't have to fix this before release, but will address as part of the MES Expansion.
Feedback from customers: a. ”If Medicaid is not the sole funding source, they should be directed to include all other sources.” b. Direct the state to include the actual formula in the cost allocation to include all funding sources. - I believe this is in the instructions. c. about where it's a hundred percent Medicaid as it can be sometimes, especially with high-tech as opposed to the state just saying there's no cost allocation.
Additional Considerations after research:
- How can we reduce the text in this area to be more scannable/readable, or include the most important information higher in the help text?
- “Cost allocation plan must include all participants and their associated costs to depict non-Medicaid activities.” in plain language, what does this mean?
- When States are saying there are no other parties sharing the cost of the project, could this be indicated by a check box?
