[Dev] Audit use of YAML in the system

The system currently uses a mixture of hardcoded text and localized text maintained in YAML files. Research where each is used. Make a consistent standard for if and when each one should be used. Consider also that some help text and labels will need to be changeable based on the type and phase of an APD
