[Transmogrification] Plugin should pass info to party plugin

This issue is for the external plugin: Transmogrification Plugin version: 1.2.6

The party and transmog plugin should work together to pass transmog info wherever it needs to go. Disabled in PvP, I want to raid with my friends while seeing their transmog.

This is something I've been thinking about since the party plugin rework. In theory it's not too hard, but theory is just that. I'm not entirely sure of the UX for it all, though it should be somewhat simple.

A (slightly buggy) version of this will be available in v1.3.0, which is awaiting review. When that's merged I'll close this issue, and future bugs with said feature should get their own issues.
