Tier 1 Blood Altar quest should require crafting of Blood Altar

Issue The current quest requirement for the Tier 1 Blood Altar is just a checkbox task. Changing it would make it more consistent with other quests

It does a lot of stuff! It's mostly a questbook revisit, fixing inconsistencies and some routes, adding a lot of text (courtesy of Frikkle) etc. All planned for something big ;)
