Add support for T3 instances

Add support for running concourse on T3 instances. T3 are more powerful and cheaper than T2 instances.

Hi @nbrys

I'll throw a story in our backlog for this. We have very limited engineering resources on the bench at the moment so there may be a delay in getting this implemented.

Also add support for t2.large or t3.large instances

The latest Control Tower release replaces t2 with t3 https://github.com/EngineerBetter/control-tower/releases/tag/0.12.4

About t3.large, would this be for Concourse workers and is there a specific use case for this? Currently larger worker sizes are mapped to m4 and m5 instance types https://github.com/EngineerBetter/control-tower/blob/master/docs/deploy.md
