[Feature] Seperate Creeper Explosion Block Damage vs Player damage

I would like there to be an option to disable block damage but have player damage for a region rather than the whole world. I have a specific region that I want to disable block damage but allow creepers and other mobs to spawn and do damage. There is currently no way of having creepers and damage without block damage unless I apply it to the whole world.
