Could you add a permission and a config option to allow/disallow players to change mob spawners with mob eggs?

it's handled under build permissions isn't it? i doubt we'll really change that

I will try to confirm that

In my mind it is a trouble, because on my server i give eggs to players when they win some games, but i don't want they can use them to change mob spawners... It is the problem :/
