Interact Allow overwrites PvP Protection on Wolves and Horses

WORLDGUARD-3444 - Reported by Kongolan

Currently on build #1591 allowing Interact Flag will overwrite the protection of wolves, horses and others when PvP flag is actually is off and they shouldn't take damage by players.
