Percent sign in lore breaks custom crafting

Hello, I'm using 3.8-SNAPSHOT:3753-e14fa89,master I have problem with custom crafting feature.

When I use percent sign % in custom crafting, it will break custom crafting. I have tried escaping percent sign with another percent sign %% or backslash \ - doesn't work. I have tried changing ' to ", still doesn't work.

Any ideas? I really need to use percent sign, my server is built on it.
