Tree Lopper not working on Podzol

Bug Description

Tree Lopper is not placing the saplings when the tree is over Podzol blocks. The config files are set correctly and the saplings work with regular Dirt blocks, just not Podzol blocks.

Expected Behavior

Expected behavior is that when the tree is lopped, there are automatically planted saplings in the block below (assuming a sapling can be planted in the block).

Reproduction Steps

  1. Verify that the configuration files are set correctly.
  2. Use the axe that's specified in the config file to lop a tree that's on a Podzol block.
