Windows Wont Let ME open chilled windows.exe

I get a popup showing "Windows cannot access the specified device, path, or file. You mat not have the appropriate permissions to access the item.

easy peasy just disable antivirus and close this issue

Disable Windows Defender on your virtual machine or better just add an exclusion for C:
If you are not using a Virtual Machine, you should. VirtualBox is a nice free one

why use a vm? it doesn't harm anything from my experience, defender can go crazy like this if the creator or if one thing is detected. For example, An activation tool i use for vms (I only use it on my VM's, i wouldn't pirate windows) blocks it and i have to turn off real time protection.

It's safer in general. Someone's account could be compromised and it could be replaced with a trojan. Also, you could turn off your security software and forget to turn it back on, or something. It also allows you to save the state and return to exactly where you were, even after reboots It's your choice...
